Apparently 'Islamic Extremists' are using video games for recruitment and propaganda and the US is quite upset about it.
Which is ironic given that the US invented the game as recruitment technique with America's Army, which was explicity designed for propaganda purposes.
Updated: This may be a hoax. BoingBoing has an update that suggest the voice over is Trey Parker from South Park and the mod is not created by terrorists at all.
